Municipal Administrator Leonard Lightner released a statement emphasizing the gravity of the decision, while maintaining the confidentiality of personnel matters.

“This decision was made after careful consideration and is not taken lightly,” Lightner said. “The Municipality recognizes the complexities and challenges associated with leadership in public service and remains committed to ensuring transparency and accountability.”

Though no specific details were provided about the circumstances leading to Bailey-Davis's leave, Lightner reaffirmed the municipality’s dedication to public safety and collaboration with the community.

The Chief had held a community on Friday night, Nov. 22:

“The council and municipal leadership are focused on maintaining stability within the police department and supporting its ongoing efforts to serve the residents of Norristown effectively,” Lightner said.

Bailey-Davis, who was sworn in as Norristown’s police chief on Jan. 2, 2024, oversees approximately 60 sworn officers and over 30 civilian staff serving the municipality’s 35,000 residents.

Daily operations within the Norristown Police Department will continue as usual, officials said.

The municipality urged the community to remain patient as the matter is addressed, prioritizing transparency and trust.

“[Our priority is to] uphold the trust of our residents and ensure the safety and well-being of all who visit, have businesses in Norristown, and call Norristown home,” the statement concluded.

No further comments were made regarding the situation.
